    The Part-Time Program Assistant will provide support to the Medicare Improvements for Patients and Provider Act Program.


    Schedule: 15 Hours Per Week


    Work Location: 416 Bellevue Avenue, Trenton, New Jersey


    MIPPA is the Medicare Improvements for Patients and Providers Act and provides federal funds to states to help low income Medicare beneficiaries to become aware of, and apply for, programs that make Medicare affordable, and encourage all Medicare beneficiaries to utilize the free Medicare preventive benefits.



    The MIPPA Program Specialist is responsible for assisting Medicare beneficiaries to identify, enroll, and access Medicare preventive benefits and, where eligible, programs to assist with the costs of Medicare throughout all municipalities in Mercer County, including low income and senior housing communities. The MIPPA Program Specialist works in conjunction with the State Health Insurance Assistance Program (SHIP) supervisor to recruit new community partners and sites in outreach, enrollment and retention activities and development of new strategies and approaches to improve outreach and enrollment of eligible beneficiaries in low income programs.  

    • Demonstrates excellent communication and engagement skills on the phone and in-person, e.g. engages all clients in a genuine, warm and caring manner
    • Coordinate and participate in outreach and advocacy activities that promote the services available through SHIP with a focus on understanding and gaining access to low income programs available to low income Medicare beneficiaries through the NJ Save program.  
    • Plan, facilitate and host enrollment activities at local senior centers, senior living complexes and community sites to reach Medicare beneficiaries that are not currently being served by SHIP.
    • Provide assistance to qualified clients for enrollment into NJ Save programs, ensuring applications are completed accurately and submitted in a fair, accurate and impartial manner.
    • Monitor enrollment status of clients to ensure completion of application process.  
    • Serve as the primary point of contact for Medicare beneficiaries referred for assistance with low income programs.
    • Ensures compliance with HIPAA and the Privacy Act when collecting or releasing client information.
    • Conduct community education on using online application processes found on NJ Save and the Medicare preventive benefits available to all Medicare beneficiaries.
    • Collaborate with other local, regional and/or state wide outreach enrollment assistance efforts.
    • Assist with data collection and timely submission of monthly reports.
    • Attend classes, seminars and workshops in order to maintain current knowledge of public benefit programs and web based benefits application sites.
    • Maintains regular consistent attendance, personal appearance, punctuality, and adherence to applicable health and safety procedures.
    • Protect patient’s rights by maintaining confidentiality of personal, financial, and medical information and following CHS of NJ policies and procedures as they apply.



    Educational Requirements:

    High school diploma or equivalent


    Experience Requirements:

    • Capacity for professional level of customer service
    • Proficiency in use of general office equipment
    • A minimum of one year of combined experience in patient registration, advocacy and outreach and education
    • Must have experience using PC based, networked computer software and hardware and other office automation tools
    • Bilingual preferred
    • Experience and understanding of the Medicare program preferred

    Knowledge, Skills, and Abilities:

    • Knowledge of eligibility requirements of Medicare Savings Programs and NJ State Pharmaceutical Assistance Programs.
    • Ability to be nice and friendly to the clients/customers of SHIP/CHS of NJ.
    • Experience with community outreach and/or education.
    • Must be highly flexible to accommodate the changing needs of the department.
    • Demonstrate proficiency with computer based applications such as MS Office, spreadsheets, email and other computer software programs.
    • Demonstrate the ability to manage multiple tasks, timelines and deadlines with flexibility and minimal supervision.
    • Ability to communicate with volunteers, co-workers and supervisors in order to carry out assignments, meet goals and ensure the success of the SHIP and MIPPA Outreach and Enrollment Assistance Program.
    • Capacity for self-motivation and ambition with minimal supervision (work in the field and outreach).
    • Ability to work occasional evenings or weekends a plus
    • Ability to work with older, low-income or disabled populations and their family members
    • Ability to work with a range of different personalities
    • Outreach requires travel -- must have own car and valid driver’s license
